Unable to Complete Quest "Life Alchemy, and the Missing Alchemist"

Procedures:

1. Equip Alcadno's Cape.
2. Talk to Russellon at Alcadno Research Institute: Lab - Center Gate in Sunset Road: Magatia.
3. Go to Alcadno Research Institute: Lab - Area B-1, and take the potion on top of the desk.
4. Return to Russellon and talk to him once you have completed the task.

Once i consume the pills it will not let me complete the quest.

I have abandoned the quest multiple times and @dispose
