Mushroom kingdom quest

As the pic shows, player needs to kill the mob (Prime Minister)to drop quest item(the royal seal), but i killed it several times with no drop.

You should be able to get the etc from the quest, after killing the prime minister, keep on talking to Violetta, one of the quest will give out the royal seal.
